This project was led by UHI Millennium Institute. The first phase ran in the calendar year of 2002 and sought to identify the groups of people who were under-represented in Further and Higher Education within the Highlands and Islands area, the barriers to their participation and the action that might be taken to remove those barriers. The outcome of Toolbox 1 was used as the basis of a successful ESF bid to undertake the action required to remove barriers to participation. The Forum was a partner in the ESF project, which culminated in a dissemination conference in March 2004.
